Con questo termine si indicano alcuni Stati europei che hanno una posizione di maggior contenimento del bilancio europeo. Si tratta di Paesi Bassi, Danimarca, Svezia e Austria. A questi si è successivamente unita anche la Finlandia. I leader di questi Stati si sono opposti al Recovery Fund, anche in occasione del vertice europeo partito il 17 luglio a Bruxelles, i in particolare ai trasferimenti a fondo perduto, chiedendo un ridimensionamento degli aiuti che l'Europa intende stanziare per l'emergenza coronavirus
