Le fiamme sono divampate intorno alle 22 locali (le 16 in Italia) in un edificio di sette piani di Bailey Road, in un quartiere elegante della città. Secondo i media locali l'incendio è cominciato in un ristorante e si sarebbe diffuso molto rapidamente intrappolando decine di persone
