Secondo Andrew Watkins, analista senior presso l'International Crisis Group, ciò che è cambiato tra il febbraio 2020 e l'annuncio del ritiro Usa è stata la fine degli attacchi aerei americani. "L'accordo di Doha ha concesso ai talebani una tregua di un anno - dice Watkins -. L'altro fronte del dialogo con i nuovi padroni di Kabul riguarda le potenze islamiche della regione. A partire dall'Iran, che con l'Afghanistan condivide un confine lungo 936 km e da cui secondo l'Unhcr accoglie oltre 3 milioni di profughi, in buona parte non registrati. Per Teheran una nuova ondata migratoria è più di un timore: solo a giugno, secondo l'Organizzazione internazionale per le migrazioni, altri 40mila afghani a settimana sono fuggiti nella Repubblica islamica

Il presidente turco si è già mosso attraverso il Pakistan, promettendo impegno per la stabilità, ma la vera sfida riguarda il dialogo diretto con i talebani del secondo esercito per effettivi della Nato. Solo la scorsa settimana, Erdoğan si era detto pronto a incontrarne i leader, che però gli avevano rimproverato la cooperazione con gli americani

Della compattezza del fronte dei talebani parla invece Ibraheem Bahiss, esperto di questioni afghane all’International Crisis Group, che intervistato da Avvenire dice: “Si è discusso della loro frammentazione per due decenni, ma io non credo che mancasse, né manchi, unità di intenti tra negoziatori taleban a Doha e miliziani sul terreno. Dentro il movimento esistono divisioni e interessi non coincidenti, ma i taleban hanno avuto sufficiente coesione per sedersi a trattare e, come si vede, sufficiente unità nella catena di comando per una campagna militare”

“La confusione rispetto alle reali posizioni e intenzioni dei taleban deriva dal fatto che i loro messaggi sono sempre stati ambigui su questioni come l’istruzione delle bambine o il lavoro per le donne - dice Bahiss - Durante i negoziati citavano in continuazione la ‘conformità alle norme islamiche e ai valori afghani’, lasciando deliberatamente nel vago il reale significato di queste parole”

I talebani, spiega Cremonesi, “nei negoziati con gli americani a Doha avevano promesso che non ci sarebbe stato spazio per organizzazioni terroristiche internazionali sul loro territorio. Ma la realtà sembra diversa. I talebani stessi potrebbero essere divisi al loro interno, come è sempre stato, tra nazionalisti afghani e correnti più legate al movimento pan-islamico internazionale”
