- Una missione corposa, armata, destinata ad avere una sua durata che, quasi sicuramente, andrà ben oltre l'eventuale fine del conflitto in Medio Oriente. - Al momento nell'area che lambisce il golfo di Aden sono presenti due missioni. La prima è l'Operazione Atalanta, istituita nel 2008 contro gli attacchi dei pirati alle navi mercantili al largo delle coste somale. Missione alla quale partecipa l'Italia e al cui comando attualmente c'è la Spagna

- La seconda operazione è la Emasoh/Agenor, nata su iniziativa francese, attiva nello Stretto di Hormuz, tra la Penisola arabica e l'Iran e con un comando operativo ad Abu Dhabi. Aspides potrebbe usare navi, personale ed equipaggiamenti proprio della missione Agenor, dando vita quindi ad un'operazione dal perimetro molto più largo

- La missione Aspides (scudi) fa perno su un recente mandato delle Nazioni Unite e sugli articoli 42, 43 e 44 del Trattato dell'Unione europea (Tue). L'articolo 42 prevede l'uso di mezzi "civili e militari in missioni all'esterno dell'Ue per garantire il mantenimento della pace, la prevenzione dei conflitti e il rafforzamento della sicurezza internazionale, conformemente ai principi della Carta Onu".

La missione prevede l'abbattimento di droni, missili e qualsiasi altra arma diretta contro le navi mercantili. I PAESI PARTECIPANTI
- Il numero complessivo dei Paesi coinvolti non è ancora stato certificato. Al di là di Italia, Francia e Germania sembra pressoché certo che chi partecipa alla missione Agenor ci sarà: Portogallo, Danimarca, Grecia e Paesi Bassi. Il Belgio ha detto che parteciperà, Irlanda e Spagna invece non invieranno né navi né uomini

LA PRESENZA DELL'ITALIA
- Una nave della Marina italiana, in fase di programmazione, dovrebbe partecipare ad Aspides. Una seconda fregata, per la rotazione, potrebbe essere coinvolta nella missione. Un'altra nave operante nell'area, la 'Martinengo', dal prossimo 8 febbraio sarà al comando dell'operazione Atalanta. Si tratterebbe comunque di una nave della classe Fremm, dotata di sistemi di difesa anti-aerea e di eliche di manovra prodiere che permettono all'imbarcazione una certa agilità anche in spazi stretti

- Aspide sarà una missione quindi "strettamente difensiva" a differenza dell'angloamericana Prosperity Guardian, ma questa rischia di essere una distinzione "puramente semantica": secondo il generale Vincenzo Camporini, ex capo di Stato Maggiore della Difesa, bisognerà vedere cosa stabiliranno le regole d'ingaggio. Si potranno, a esempio, abbordare e controllare le imbarcazioni sospette? "I nostri militari sono molto apprezzati, ma occhio agli armamenti sulle navi: la situazione non è rosea", dice all'Ansa

L’ITALIA AL COMANDO?
- Voci ipotizzano che il comando di Aspides venga assegnato all'Italia. "Le nostre forze armate - rileva il generale - sono universalmente apprezzate, come dimostrano le responsabilità che abbiamo nelle missioni internazionali in Libano e nei Balcani, ad esempio. E anche le fregate italiane sono moderne e all'altezza. Da verificare, piuttosto, ma questo vale anche per le altre Marine europee, gli armamenti a bordo: le quantità disponibili non sono illimitate, specie dopo il supporto fornito negli ultimi due anni all'Ucraina"
